Staff Biographies
Brenda
Bullard - M.S.
Ms.
Bullard earned a Master of Science degree in Adult Education from
Oklahoma State University. While completing her Masters, she
worked with OSU faculty as a coordinator for an innovative new
elementary education methods course that prepared future teachers
for their semester of student teaching. This allowed her to
work with pre-service teachers in an elementary school setting
while dealing with issues such as curriculum alignment with state
standards, building portfolios and designing hands-on curriculum
for elementary children. Ms. Bullard is currently employed
as a Prescriptive Teacher with the Child Service Demonstration
Center.
Susan H. Custer - M.S.; Reading Specialist
Born in Tulsa, Ms. Custer has been involved with education in
Oklahoma for nearly 25 years. She attended Oklahoma State
University where she earned her undergraduate degree in English, a
Masters in Curriculum and Instructional Education and a Reading
Specialist certificate.
Ms. Custer has been a classroom teacher
and program director; currently she is a Senior Field Coordinator
for OTAC and the editor of that organization's website and
newsletter. In addition, she has made hundreds of
presentations at state, national and international conferences and
has served on the Statewide Alternative Education Advisory Board
and the Newspapers in Education Advisory Board for the Daily
Oklahoman.
Tracy Fredman - Ed.D.
Dr. Fredman received her doctorate from Oklahoma State University in
Curriculum and Instruction in Secondary Education. She worked as a
graduate assistant teaching pre-service education and English methods. Her
thirteen years of K-12 teaching experience range from middle school to
remedial and advanced placement English classes during which she was
recognized as Teacher of the Year for Chandler Public Schools. Dr. Fredman
previously served as coordinator for the Oklahoma Teacher Enhancement
Program, a USDE Title II Teacher Quality grant, for the Oklahoma State
Regents.
She was one of the lead developers of the PASSAGES teacher evaluation and
the Oklahoma Teacher Work Sample. Dr. Fredman has presented research on
these projects at state and national levels and continues to work with a
national research project involving teacher preparation and development.
Dr. Fredman is the latest addition to OTAC's research and evaluation team.
Margaret
French
The University of Tulsa awarded Ms. French her undergraduate degree in Education. She taught Spanish, English and ESL for 16 years and has an additional 13 years experience as an Oklahoma state legislative staff worker. Ms. French also worked for over three years in ACT''s Southwest Regional Office in Austin, Texas. As an Assessment Consultant, she was responsible for ACT programs used at the elementary and secondary levels for a five-state area. In each of these experiences Ms. French planned and conducted meetings, workshops and presentations for a variety of audiences.
Judy
Godwin - M. A.
Ms. Godwin has an extensive background in
developing alternative education programs and qualitative research
methods. She worked as a teacher in the award-winning
Cleveland County Interlocal Cooperative and helped develop the
service-learning program in that school. Ms. Godwin received
her Masters in Communication from the University of Oklahoma.
Ms. Godwin has worked at OTAC for the
past three years as a field coordinator consulting with
alternative education schools and as an evaluation associate
coordinating state and federal grants and providing qualitative
analysis for the projects. One of her primary strengths is
working with school personnel to develop long range goals and
benchmarks to measure the success of the set goals.
Kelly Langley - Ph.D.
Dr. Langley holds a doctorate in Applied Behavioral science with an emphasis in School Psychology and is currently Evaluation Coordinator for the Oklahoma Technical Assistance Center. Dr. Langley has evaluated projects funded by both the state and federal governments' departments of education: statewide Character Education, Computer- based Instruction and Technology Education. Fund for the Improvements of Postsecondary Education, 21st Century Schools, Comprehensive School-Based Services, Oklahoma Learn and Serve America, Bilingual Education, and two national dropout demonstrations assistance programs, and hundreds of state-funded projects for at-risk youth.
Kathleen
E. McKean - Ph.D.
Dr.
McKean has an extensive and distinguished reputation across the
country in the area of research and program evaluation. Her
undergraduate degree (Psychology), M.S. (Educational Psychology)
and Ph.D (Applied Behavioral Studies: Educational Research and
Design) were all completed at Oklahoma State
University.
Dr.
McKean has been responsible for the evaluation plan of numerous
federally-funded education projects, building-level programs in
at-risk schools and projects for mildly-handicapped adults in a
vocational setting. She also provides technical assistance
to project directors in assessment and program monitoring, and
conducting program cost assessments. Dr. McKean is currently
the Director of the Oklahoma Technical Assistance Center and a
member of the adjunct graduate faculty at Oklahoma State
University.
David
McPhail - M.S.
Mr.
McPhail earned a Master of Science degree in School Psychology
from Emporia State University. He has taught students with
emotional disturbance at both public schools and residential
treatment facilities. He has taught testing courses for graduate level
students and has conducted over 3000 individual diagnostic
assessments for students with learning difficulties. During
his 15-year employment with the Oklahoma State Department of
Education, he served on the State Testing Committee.
Mr. McPhail has presented over
300 workshops and trainings in
areas such as ADHD, special education issues, behavior management,
test interpretation and classroom adaptations through the use of
computer technology. He is currently employed by the Child
Service Demonstration Center as a Psychometrist and Educational
Technology Specialist.
Terry McPhail - M. S.
Ms. McPhail earned both her undergraduate and masters degrees in
Special Education, the first from Oklahoma State University and
the second from Pittsburg State in Kansas. She has 22 years
of classroom experience and received 3 Teacher of the Year Awards
while working at the Rippetoe Learning Center for Moore Public
Schools.
Ms. McPhail has taught K-12 Learning
Disabilities; Mild, Moderate and Severe/Profound Mental
Retardation; Multiple Disabilities; Deaf/Blind; Autism and other
health impairments. Her current position with OTAC is as a
Field Coordinator and Professional Development presenter.
Susan Parker, M.Ed., Special Education
With over thirty years of educational experience, much of that with CSDC/OTAC,
Ms. Parker has had the opportunity to work in the classroom with the learning
disabled; develop educational materials; coordinate a dropout recovery program;
train thousands of educators in the installation and adaptation of a national
model program for Learning Disabilities and recruit, train and support tutors
and Partners in Education.
She has provided over 1000 presentations at the State and National level,
including the Oklahoma and National Vocational Education Conferences, National
Dropout Prevention Association Conferences, alternative education conferences,
state and local literacy councils, as well as trainings in 49 states and the
Marshall Islands. Presentation Topics include: Awareness for various grant
programs, Learning Disabilities Characteristics, Parental Involvement, Dropout
Prevention, Dropout Recovery, Alternative Education, Curriculum Modifications,
Inclusion and Mainstreaming, Study Skills, Career Education, Character
Education, Tutoring Strategies and two-day Project ADAPT Trainings.
Peggy Reynolds - M.E.
Ms. Reynolds earned
her Bachelor's Degree from Northeastern State University and her Masters in
Education from East Central University. She has taught in a variety of
educational settings including day treatment facilities, residential treatment
facilities, alternative education settings and traditional schools. She served
as director then principal of the Okmulgee County Coop.
She has planned and conducted meetings, workshops and
professional development opportunities. Ms. Reynolds is from Henryetta and
has two children and six grandchildren.
Denise Parish Riley - M.S. Ed; Adm.
Ms. Riley is the Assistant Director of the Oklahoma
Technical Assistance Center located in Cushing, Oklahoma. She
has been with the center since 1988, serving as a field
coordinator for alternative education program implementation and
evaluation throughout the state. Denise has been an educator for
the past 33 years. She received both a Bachelors of Education
and Masters of Curriculum and Instruction from Oklahoma State
University. She has been a classroom teacher,
director/developer of the Okemah gifted and talented program,
and the creator of outdoor classrooms in six different school
districts. In addition, she has been honored as Okemah’s
Teacher of the Year. Her strengths are in program creation and
professional development, specializing in assisting schools with
academic rigor and systemic change.
She serves as a certified trainer for numerous National
Diffusion Network teacher-training programs, as well as for Jim
Faye’s Love and Logic.
She has made more than 50 state and national
educational presentations and has written numerous workshops.
She is a strong advocate for children and youth, working with
the Oklahoma State Legislature, Oklahoma Institute for Child
Advocacy and the State Department of Education in recommending
ideas for educational reform.
Rick Rogers - M.S.
Mr. Rogers earned a Master of Science degree from Oklahoma State
University and is certified in the areas of science, counseling,
and administration. He has served in numerous capacities in
alternative education programs. Currently, Mr. Rogers
provides technical assistance and program evaluation to many of
Oklahoma's school districts.
He is an advisor to the Oklahoma State
Department of Mental Health and Substance Abuse Services, has
testified before the Oklahoma State Senate regarding counseling
issues, and was selected by Reader's Digest as an American Hero in
Education in 1997. Mr. Rogers has provided professional
development at the local, state, and national levels.
Missy
Storm - M.S. Ed; Adm.
Ms.
Storm's strengths are in program development and instructional
effectiveness. She has never found a group she did not enjoy
teaching! Her range of teaching assignments from elementary,
middle and high school levels served as a strong foundation for
her administrative role in curriculum and staff development.
Her passion for effective teaching practices and for the authentic
success of students transitioned well to her position as an OTAC
field coordinator. She currently facilitates and evaluates
the implementation of programs for students identified as
educationally at-risk.
She has created and presented numerous
staff development programs to school faculties, boards of
education, parent and community groups and legislative committees,
as well as to local, state and national organizations. She
is a nationally certified trainer for four national curriculum
programs in reading, science and political education. She
holds a Bachelors of Science degree in Elementary Education and
Mathematics from Cameron University, a Masters of Educational
Administration and Curriculum and Instruction from the University
of Oklahoma and completed her studies for her certification as
superintendent through Oklahoma State University.
